Where You Will Work:

This position will be located at the NOAA Office of Ocean Exploration and Research in Silver Spring, MD.


What You Will Do:

This position will work collaboratively with the NOAA Office of Ocean Exploration and Research to assist with communication activities to share information about ocean exploration, ocean exploration expedition results, relevance, and value with OER’s primary audiences:  the science community, decision makers about ocean resources, internal NOAA stakeholders, educators, and the science-interested public.




  • Conceptualizes, writes, edits and/or produces communications vehicles for maximum effectiveness in communicating often-complex information to diverse audiences. Uses interviews and background research to synthesize information from a variety of sources; writes original documents.  Uses project management techniques to plan, schedule, implement, and track event planning and document production.


  • Write, edit, proofread, and serve as a communications consultant for office materials such as fact sheets, technical reports, web content, video scripts, meetings and events (e.g. Congressional briefings, scientific conferences) and other office communications material. (25%)


  • Support communications planning and coordination for office activities and initiatives, including ocean exploration expeditions. Help to identify key expedition messages, draft talking points, prepare materials for distribution. (20%)


  • Support OER education activities through writing content, editing education materials, identifying expedition resources (such as video, weblogs, still images) relevant to education products and services. (10%)


  • Support internal communications activities, including writing and editing internal and external reports. (10%)


  • In collaboration with the NOAA Office of Ocean Exploration and Research media relations strategy, this position will establish/maintain relationships with members of the media, in particular media that reaches the science community; identify and pitch stories for placement in print, broadcast, and online media; respond to media inquiries and providing images, video, and other expedition results as requested; write media advisories/press releases and prepare media kits; help train scientists and OER staff to interact with the media; and coordinate media activities with NOAA and OAR counterparts. (10%)


  • Adapt office messaging across key audiences and multiple platforms, including printed products and online products and services and multimedia products. Ensure briefings and conference presentations and posters convey appropriate messaging.  Provide guidance and assistance to OER staff in applying office messaging and themes in a variety of settings and applications. (15%)


  • Help to develop communications strategies, roll out plans, and public outreach campaigns. Track effectiveness of approaches through metrics. (5%)


  • Help plan and support port events, to include designing the events, developing agendas, organizing logistics, preparing materials, and consolidating recent expedition results.


  • Conduct research to respond to NOAA leadership and member of Congress requests for information. (5%)


What You Need:

Education and Years of Experience:

Bachelor’s degree in journalism, science, or related field, and at least six years writing and/or editing experience, or an equivalent combination of education and experience.


Knowledge, Skills, and Abilities:

  • Considerable skill in technical communication; a thorough knowledge of the English language; skill in explaining scientific and technical concepts clearly and succinctly in language that is appropriate for varied audiences.
  • Excellent skill in interviewing technical and scientific experts and others relevant to the OER and partner missions. Excellent oral, written, and interpersonal communication skills.
  • Project management skills; experience writing and coordinating the production of promotion and marketing material; familiarity with the needs of distinct audiences and the ability to assess product success in meeting those needs.
  • Ability to develop strong working relationships within the office, with other NOAA organizations, and with external partners and collaborators.
  • Be available to travel as required, including infrequent embarkation aboard NOAA or partner ships of exploration for periods of up to one month.
